Clarification sought...

Hi all,
I started Ninefox Gambit a bit early as I'd finished Come Looking for Me ahead of schedule. I can't work out if the various places are different planets/star systems in some kind of galactic consortium, or if the hexarchate is all on one planet and they are fighting someone (each other?) over different locations thereon. Is the basic background explained in a different book or am I just supposed to work it out as I go along?

Thanks @BarnerCobblewood those links were helpful in answering my initial query, though inevitably they have raised other questions and perplexitiest. There seems to be a prodigious amount of background material
